There are many people in the country, who do not have a single valid ID. So how can these people register for the vaccine? Union Health Ministry ordered district task forces all over India, to take responsibility for registering groups of people, who do not have any photo identity cards. The officials will provide one key facilitator with a valid ID and use their details, to register people who do not have IDs. For example, prison officials can register on behalf of prisoners who do not have identity cards.
Similarly, old-age home officials can register on behalf of senior citizens. Even sadhus, beggars, and others who do not have Id cards will be registered the same way. This is because the government wants to keep a record of people who have been vaccinated. According to the Union Health Ministry, without valid proof of the facilitator, others will not be registered. The facilitator must have at least one valid identity card out of the seven approved documents so that people without IDs can avail of vaccines.
